I read a fanfic that touched on that, and I liked the explanation. Celestia’s haunted by the mistakes as a mentor and sister in the past, so makes sure those won’t happen again. So, she tries to give lessons to ponies who already know them, and let them free when they need guidance. Not out of lack of trying, but from trying too much.
Which implies some really awful things about Celestia’s prowess as a mentor when you think about it.
