For a single pegasus, maybe. But the two of them can probably work together and at least levitate with the thing, if not outright fly with a bit of effort. It’s not exactly as big as most others are, so yeah.

The ropes are for show. The ball and chains might be an issue though.

Also okay I get that maybe some kind of powerful shipping is at hand, but…whether they wanted to escape or just make out, it’d still be advantageous to get out of the ropes, which look so loose that they could just pull their hooves through and they’re halfway out. From there they either just have to squeeze together and wiggle a bit (mrow) til the ropes slip off, or they can just freely work on the knots with their hooves from there.
 
Either it was never really meant to trap them, or Ahuizotl is SHIT at tying people up.
