It’s a bit more accurately translates as “Office of a council of affairs of minors” which is a sort of office in Russia where you are taken to if you are underaged and committed something that can be considered a crime. But unless you have committed something really bad or you are frequent to this place, it’s usually not that big of a deal. They basically create a file for you or add whatever you did to the file if you already have one, also you will be told what you’ve done and where it leads if you continue on that path, maybe schooled a bit, and then you can go.
 
So depending on what she did it might actually be worth it.
