China’s laws are intentionally rigged in favor of chinese companies in such a way that it’s very hard for a foreign company to successfully sue a chinese one. So no one bothers.
 
In Russia copyright law is such a mess that it’s somehow ended up being rigged in favor of piracy in general, so it’s pretty difficult to successfully sue anyone on copyright basis, and russian goverment doesn’t consider copyright law to be a priority, so no one is fixing it.

I’m reminded of an embargo China had since the second war which was lifted relatively recently. It barred China from getting the NES, SNES, et cetera, so, manufacturers decided to jack their schematics thanks to China’s copyright laws:

I heard it rumored that Russia and China respect copyright law less than other places do. Its a shame that its a bootleg though, because this looks really nice.
