Actually, standard procedure is to keep the iris closed during offworld activation unless they get an IDC signal, since there’s no way to tell where an incoming wormhole is coming from. There’s at least one episode where they were getting a bunch of iris splats before the people trying to contact Earth finally decided to try a radio signal.

Pretty sure SGC doesn’t automatically close the Iris every time there’s an unscheduled offworld activation. They only do that when they KNOW it’s an enemy whose trying to get through. Usually they just have a fire team ready at the Gate.
