I guess until the day that someone new reports or someone with an extra iPhone/iPad makes another town (and then plays enough to unlock one of the CMC) we won’t know.
 
I wonder what happened to those that had none of the CMC or less then all three while the event was going on. Would they automatically get them all?

That’s hard to tell. I would think that all new players won’t have any of the event-exclusive foals because they didn’t play yet when the event happened, but that Applebloom, Scootaloo and Sweetie Belle will still appear with their cutie marks in the game for them. Because that they got their cutie marks in the game was more of an update, than a reward, since everyone got this, regardless of progress in the event.  
But it could also be that new players still see them as blank flanks, Gameloft often makes decisions that don’t make any sense. Right now, there are four different storyline events going on at the same time that we didn’t see happen at the same time in the show, making a complete mess of the game’s plot.
 
And if you meant for those who got the update with the event a few days later, like me, they simply had bad luck. For them, the event started later and they lost a few days they could have used to progress.  
Because giving them the same time and letting the event end later for them would be fair and that’s something Gameloft can’t have.

I’m not sure what you mean with “retcon”. Applebloom, Scootaloo and Sweetie Belle permanently have their cutie marks in the game now, you keep all the foals that you got during the event, including Liza Doolots, Shady Daze, Super Funk, Button Mash (if you got him) and Carrot Crunch (if you were above Rank #100 at the end of the event) and any other foals you maybe managed to get.  
I’m not sure how it is with Pipsqueak and Snips, if you could only get them during the event or if they were, like Diamond Tiara, available before, but if they were event-exclusive, then they will stay as well.  
This also goes for all the buildings and shops that you got for the foals, they’re a permanent addition to the world now.  
Liza can even still do her task inside the candy machine to bring you bits and exp.
 
 
The only thing that happened is that the foals you couldn’t get during the event and that weren’t available before are gone now.  
I can’t find Lily Longsocks, Boysenberry, Gallop J. Fry or Button Mash anywhere in the store now, but I hope that’s going to change at some point. I really want to have Lily Longsocks for the game, she deserves to be in there.
