Maybe. But you do have a point about him needing to be utilized more.
She’s really not that edgy though. The color scheme is dark, but not flagrantly so. In fact, it’s rather pleasing. Broken horns have been used in bad OCs, but that doesn’t make them invalid as an element for an official character. Hell, if “someone else used this idea badly” was a criterion for exclusion, we may as well shut down the fandom right now.
Sombra was an example of bad villain design, or at least edgy villain design, what with his colors (not just black and red, but black with a red horn) and his growling. This character is formidable, but also a comfortable fit for the universe and kind of cute, and I look forward to seeing what they do with her.
I wasn’t talking about Sombra, the one as I was using as an implied example was Shadowlock.
The intention behind a character like Sombra is different, an obviously evil tyrant-type thing. Characters like Tempest Shadow or Shadowlock are supposed to be “cool” badass. The ones that would be dropping chessy one-liners while kicking ass and having a tragic backstory.

Nowadays, those characters are still popular with smaller kids alright, but most of the adult fanbase has an automatic bias against these characters if the “edge” (ugh) is too obvious. Yet the response is much less intense when its the same but female. In those cases, she’s praised as badass first and only a minority react like most would’ve done if it was male.
You what? A lot of people fitting your list are favourites in other franchises, yes, male villains…
That didn’t stop Tirek and Starlight Glimmer, nor did it stop Sombre himself in The Cutie Remark.
Considering it’s implied he did really terrible things, he would have been slightly too dark for the show. If this was like the 1980’s, he would have had a better chance.
The reason people hated Sombra was not because of his design, they hated him because he barely did anything and was thus unable to pose a threat.
Nowhere near as much though. From what I’ve seen, its pretty divided between those who do and those who love her.
While we both know any new male character who looked like her would become public enemy n#1 before he spoke a word.
