while yes, they may use the horn as a reason to bring him back. If you think about it a gecko can regrow a tail, but a tail cannot regrow a gecko.

My headcanon: I think Sombra was possessed by some sort of evil energy, feeding of his greed for power, which can spread even from tiny fragments. While the blast from the crystal heart may have “killed” him. The “evil” may be residing in Sombra’s remains, mainly in his horn, waiting to possess another weak(and greedy) soul unfortunate to come across it.
