The most important question is, “Has the episode passed the 18-minute mark?”
 
You can’t end the episode too early, or you’ll have to fill up the remaining time with other stuff. Thus, a magical solution (or, technically, any solution that seems like it should work) will fail or backfire. (Swarm of the Century, Bats!, etc.)
 
If enough time has passed, hijinks have been had, and the moral of the day been established, the problem can be solved (with or without magic) satisfyingly, possibly saving the last few minutes for a quick denouement.

So, it depends. Mainly two things need to be adhered:
  1. Ask them if they want your magic help
  2. Make sure that magic is tested and will work as intended (that includes drug-like magic)
  3. If you haphazardly solve problems of any passersby, make sure it won’t destroy civilization as we know it in the long run.

…still, I have to agree with Trixie. The reckless use of magic might be stupid, unethical and occasionally apocalyptic, but a little bit of light idiocy certainly does liven up a lazy afternoon.
