Not necessarily. Without Twilight being forced to surrender her magic - something she was forced to do BECAUSE she was captured by Tempest Shadow - the Storm King would not had been able to fully charge the Staff of Sanacas and use it. For all his merits, if Twilight and Mane Six fights smart and with allies he would still have lost, and likely at a far earlier stage.
 
Be careful of letting hindsight cloud your judgement. This alternative decision would had resulted in drastic changes in the causation of events.

Well, that’s pretty much how they should have acted during the scene IMHO, just with Dash engaging Tempest in a melee instead while others helping pirates to fend off the main treat - storm guards.
