It’s revealed that Cyclonus was trying to divert attention away from him and his plans.
Never said they weren’t.
But some of them are still dangerous; specifically Underbite who ate an entire city, Thunderhoof who is a Cybertronian mob boss, and Steeljaw who is basically a terrorist.
At the time, Cybertron’s government is somehow ruled a Decepticon council at some time after Predacons Rising,
you know Cyclonus, and the what’s left of the autobots pretty much defeated them.
Technically most of the Decepticons in that show weren’t even actually Decepticons, at least in the sense that they weren’t part of Megatron’s forces. If you pay attention to most the Alcamor prisoners’ info, most of them are more run of the mill criminals or crazies than Decpticon soldiers, indicating that the Autobot government of the time was just using the Decepticon label for ANYONE they wanted to dispose of. Heck the prisoners’ faction symbols weren’t even actually their’s either, since they served as tracking devices unless disabled.
