It’s the solution for time-independent retarded potentials of charge distributions. It took me a while to recognize it because they’re using vector spherical harmonics in place of partial differential equations. They basically used longhand notation instead of shorthand to fill the board. No scientist worth his salt would do it that way, you’d solve it much quicker with basic vector calc than linear algebra.
