I think they’re not the same, but still connected somehow. Amulet inclined to tyranny and terror, and Pony of Shadows wanted to “extinguish the light and hope of this miserable world”. There is a high-caliber headcanon about these things in my gallery here (A completely invisible moment of self-promotion).
Or it’s an ancient artifact created by a cult who worshiped the “Darkness” (After all, someone had to create the well of shade, plus it looks like some weird cult-temple) That would make a ton more sense. (Actually, I might need to make a fic about this)
