It was but that was pure Hasbro logic. Even dumbr logic on their end if you consider that they had multiple good queens in both the toyline and the series before Friendship is Magic came out.

That depends on a variety of factors related to the definition of “empire” and what feudal lords actually pledge their allegiance to Celestia. The easiest way to answer that using information from the show is to pick at the issue of whether or not the Crystal Empire is a vassal state of Equestria. If it is then Celestia is an empress because she’s ruling over more than one nation, if it isn’t than she isn’t.
 
the crystal ‘empire’ is more like a vassal territory more akin to a duchy from what we have seen I would say. A cold, large, but sparely inhabited duchy.
