Palpatine works better if you go by what happens first in the series chronology, but for the Storm King and Grievous, the works in which they came across as more capable were also released first. That said, I was referring only to the sudden drop in threat level when I made the comparison, not in terms of overall comparison.

Actually, on that point, the Palpatine comparison works even better. See, Palpatine was a very competent manipulator and a dangerous tyrant, but you would only see that in the prequels or the expanded universe. In ‘Return of the Jedi’, virtually nothing the Emperor does works in his favour. His plan to end the rebellion actually allows them to blow up the Death Star, and his attempt to turn Luke over to the dark side basically amounts to nothing. Heck, just like the Storm King, he also gets defeated by his second in command in a heroic sacrifice to save the hero.

The Storm King may be heartless, he also comes across as brainless. I’ve heard he’s much smarter in the prequel comics, so I guess if we’re making Star Wars comparisons, it’s like how Grievous was a total badass in the Clone Wars cartoon that came out between Episodes 2 and 3, but he spent most of his time in the movie running away.

Hey, don’t let the Storm King’s demeanour fool you, that guy is a merciless conqueror who had burned cities to the ground and smiled while doing it. In fact, according to his bio, he had successfully pillaged or destroyed every single land south of Equestria before he met Tempest and manipulated her into replacing his previous commander after having just thrown said commander overboard.
 
Also, the emperor may not have deliberately made jokes all the time, but some of his lines, and especially his delivery of them, are really hard to take seriously.
