Why did she need a costume?
 
i thought the same thing at first, but it would probably look too out of place with one authentic looking character, and the others wearing costumes.

Good point. I’m guessing the writers and animators just wanted her to look cute or something. In universe, Ocellus figured to be more fair on her fellow students she too would wear a costume instead of just changing into that form.
