Well, we don’t know the specifics of Changeling transformation, considering they can also increase or decrease in size. Hippogriff to Seapony changes some parts of the body, but keeps others the same. Changeling transformation, for as far as we’ve seen, shrouds the Changeling in magical flames that change their entire appearance. For all we know, those clothes might just be part of the body.
 
My best comparison would be the characters from “Miss Kobayashi’s Dragon Maid”, where the dragons in human form mention that their clothes are actually just their scales shape-shifted to look like clothing. I guess with humanized Changelings, it’s not much different.

There’s a pretty good reason for Silverstream not wearing panties. Remember the whole seapony transformation and how the legs would fuse into a tail? Panties would definitely get in the way with that.
