its a very interesting scenario at that, its just a scene that plays out to show where both ponies stand and unfortunately tempest’s friend failed to understand while tempest failed to forgive.
Is there any reason to believe that such a device exists or can be made?
Also, I doubt that simply getting the horn and sticking it back on would have helped – unless it’s done within a very few minutes, usually less, of the accident, a body part usually can’t be successfully grafted back on – especially a complex one, and especially if the break wasn’t clean or if it was contaminated after being cut off. A thumb may still be attached minutes after being cut off, an arm is quite a different story… a horn? If I had to guess, the physical difficulty of stitching hard bone and horn back on, combined with the fact that unicorn horns are likely very complex organs, likely means that even if Tempest had gone back into a dangerous animal’s den to grab the horn it would have done her very little good.
Your horn was broken at a young age. Now a smart filly would go tell their parents about the incident and have a device made for crippled unicorn that substitutes their magic. But of course for some reason you didn’t.

She was calm throughout Part 1. She just has a real ax to grind with Glitter.
Plus, you know, she was just reduced to a cowering heap like 2 seconds ago by an ursa.

That’s very interesting wording on Tempest’s part. Not “you do not get to save me”, but “you do not get to save me now”. I can see what Tempest might be thinking here – Glitter wouldn’t save her or help her when she was a vulnerable foal that did need saving, so how does she think she has a right to rush in to play the hero now, after all the damage her actions have done and after Tempest managed to become someone strong and capable of looking after herself? You wouldn’t help me when I needed your help, but now you act like I’m a filly in need of rescuing?
Of course, this is all somewhat undermined by the fact that she was frozen in helpless terror and kinda did need someone to drive the Ursa away.

You know, if there was a character that was like “The Joker”, and if he were in front of Tempest, I think this would tell Tempest:
“No Tempest, it is you who should open your eyes, hide behind your past actions, only to see yourself brave … when in reality you are a coward….who speaks who has seen the truth of the world…when in reality it is only a foal that when looking at the abyss … you just blinked …”
I don´t know why I wrote that, but I feel that on the next page, Tempest will reconsider and then start thinking the same …
