I have a feeling that besides the ridiculous nature that made it memorable, the episode was played a lot on Fox Kids. I barely saw any of those later Turbo episodes (until much later) but I saw the pizza episode too.
 
Also it was referenced in Forever Red (“did I ever tell you about the time I was baked in a giant pizza?”)

Everyone remembers that pizza episode for some reason.

I don’t know enough about Linkara to judge whether or not it’s a character persona, but there’s a blurry line between character persona and namesake.
