I don’t think it is. First of all, it wasn’t the duchess who sent her sister away. It’s a much darker and complex story involving prejudice, children and, possibly, curses. Luna was a grown brat that got angry ponies were sleeping during the night. Not to mention that Henrietta actually tried to find her sister, while Celestia just sat on her ass until things simply happened.
 
Henrietta rules a vassal state of the Nilfgaardian Empire and she can’t sneeze in the wrong direction if the Emperor is in a bad mood. So, it’s not really her kingdom. I’d like to see her trying to put her sister in the throne… Especially with a war going on in the North. Shit would hit the fan so hard a homicidal monster would be the least of her worries. BUT Henrietta does seem to have full reign within smaller matters, to the point she can confiscate property and threaten people with death (actually, she can decree the death penalty to someone). Celestia needs to bow her head to a douchebag heading some association and shares her rule with Luna and god knows how Cadance and Twilight factor into this. Seriously, you can’t convince me that there is enough canon to say that Celestia actually rules Equestria, as she see fits, even compared to Henrietta’s de jure rule.
 
Personality wise, Celestia is likely the most harmless thing in Equestria, while Henrietta wouldn’t lose sleep over destroying someone’s life if she thought they were messing with her. FFS, Celestia needs Luna to encourage her before she uses her powers to end Starlight Glimmer’s nightmare. And, while at that, Luna is a brat that literally embodied the artist that got all angry because someone didn’t think her work is the best thing ever. She wouldn’t kill Celestia even when she was helpless (which is pretty much always, anyway). Sylvia became a criminal mastermind, flirting with regicide through sentimental manipulation of a badass vampire!
 
While Luna was sucking her hooves on the moon, Sylvia got dragged from her home, starved, abused, and abandoned, by the people who swore to protect her. Then, she joined a bandit group, rose through their ranks, became their leader. While at that, she managed to get said vampire into a plot to kill very famous and important people on Toussaint, to make a point about their degeneracy.
 
Are they together in the end? Well, that depends… There are multiple endings to their story. In the one they are together, the two forgive each other. Celestia and Luna are hardly together… They bitch and whine about each other and squabble like a pair of teenagers.
 
Finally, CD Projekt Red knew what they were doing when writing their characters and the people on the MLP team don’t have a clue how to write royalty. Henrietta doesn’t lose her majesty when ripping her dress to get on the action and help Geralt, or showing her claws and telling people what’s what. Celestia, trying to fit in on a kindergarten level school play, looks like a moron and, because of the way the stories are structured, she’s constantly helpless whenever something serious happens.
 
The fact that Henrietta and Sylvia are sisters serves the plot of the story, and gives depth to the characters, in a narrative that is deeper and more creatively mature than anything MLP could ever hope to be. Not that this is a detriment to our beloved ponies, but the two just aren’t up to comparison. MLP just lacks the depth. They’re just too different and the only thing these characters have in common is the fact that they are sisters. How many other stories have sisters that get separated? It’s just a coincidence.
