As Peroxy, Twilight is here (and in osome other cases) dark skinned, due to being one of the darker ponies in show. Her dad even more so. And you arare Twilight might not even be black in this comic - there are many darker skinned ethnicities, that have this this skin tone.
 
And about the “Because diversity quota” line - what show have you been watching? You are aware the pony society, is built from start from three different ethnicities - Earth Pony, Pegasi, and Unicorns - and season 7 shown multiple have counterparts from visibly non-white counties, and are quite complex culture wise. (That’s not even mentioning characters from others species, even visibly aggressive ones to ponies like dragons, are fairly easily accepted into pony society.
 
That’s not even mentioning humanity in Equestria Girls, has faar more skin, eye and hair colors, than our humanity has.
