Unsure why it would HAVE to be that. Could be a lot of other things… right?  
And even if it was, that would be racist against PEGASI (right?), which, Equestria not being terribly racist on the whole (Zecora’s intro excepted), I can’t see Dash being coerced into it, even if Dash was the sort who would put up with that sort of thing anyway.
 
Black guy wants to wear black-face to a Halloween party because he’s going as his favorite singer? No problem there, right? Even LESS problem here since we have no evidence that Pegasi were ever put down in this fashion historically in the first place.
