So far its looking very much like Grogar is indeed the main leader.
i have long had the hteory that cozy glow is in reality chrysalis who became obsessed with the power of friendship. but of course being already most of the way nutso, she has a warped view about how to gain that power.
I keep thinking it’s less a legion than a stream of force he supes up with his dark powers to soften up his ultimate target.
If it is true that Grogar is forming a Legion of Doom, then it’s probably because the writer/s want to give the villains some development across a whole season before the series ends. They will probably recruit Chrysalis at some point, assuming she is not Cozy Glow.

i think she more or less has gone compleatly insane and incapable of any deep thought out plotting as we have seen before
