Princess Celestia or Princess Twilight Sparkle. He is a trusted researcher for magic. Trusted enough to cast spells on Flurry Heart and the Crystal Heart when push comes to shove. Having friends powerful enough to handle some of these spells is rather nice for him. Though in a rare instance it could be Princess Luna, sort of the equivalent of a secret branch of gov asking for some help.
