True, because if Pinkie Pie wins, we’ll be dead meat the second she pulls our name.  
If Lil Miss Rarity won, we would probably be dead.  
Also, the Rainbow Factory turn the pegasi foals into Rainbows if they fail the test, I don’t think they kill at random. Like they don’t pick a random Pegasus, unicorn, or earth pony to turn into a rainbow.
