[everyone turns and stares at her]
 
Fluttershy: … None of you ever learned Equestrian Sign Language? Hmph. [tosses her mane in disappointment at their bigotry and ignorance]
 
Twilight: I’m so sorry to hear that! I’m glad you’re still alive, sheesh!
 
Rainbow Dash: Tempest, you’ve really gotta stop getting horribly maimed off-camera.
 
[Tempest bops her on the head]
 
Fluttershy: That means “quiet, you”.
 
Rainbow Dash: That one crossed the language barrier.

There was still an indirect mention of Tempest in the season 8 opener, I think that’s why we still hope for her to make a comeback.  
But of course, as you mentioned, it all depends on whether Emily Blunt would be onboard and if DHX can afford to book her for voice acting.

I doubt any movie characters will return for season 9. They’d have to use the same voice actors, which would be movie actors, which would be prohibitively expensive.
 
But then, it is “The Final Season”, so who knows.
