I don’t mean you trying to look up the skirt, which itself is considered illegal, still regardless of age. I consider that action to be “sexual”, hence why I specified “non-sexualised”.

But I mean is rather the person in the skirt is flashing their panties.

17 is legal in most of the world, if you’re curious.
Plus a casual (non-sexualised) upskirt short doesn’t have an age limit. But you might still call it inappropriate.
