The food looks so yummy, I don’t even pay that much attention to the attractive waitress. And I don’t even like blueberries.
 
And if anything, I’d call Apple Bloom adorable instead of sexy.

Are you more likely to patronize an establishment that looks nice or looks shoddy? You don’t exactly need a fresh paint job on the building to sell high-quality sandwiches. Just a clean kitchen, competent chef, and good ingredients.
 
Having “sexy” staff adds to that draw. It’s part of the passive marketing strategy that is time-proven.
 
Waitresses are hired to look good. They sign on to get some level of attention. It’s when cretins give too much attention and pass the lines of propriety that it becomes an issue.

What is the significance of making waitresses sexy? She’s at work, I doubt she wants constant attention like that.  
Unless she doubles as a prostitute.
