yeah but is not hypnotic! the smale prey be victime stare(like fluttershy)for make them look to his/her eyes for the prey low thier guard and the snake capture the prey an is too later! Kaa is a anaconda, this type of snake capture by hiding in nature and wait the right moment to strike! the type of snake who his stare is like hypnotic are smaller and attack smaller prey! so all the kaa use hypnotic to capture his prey dont work! is like disney dont know this!
Actually, some snakes have been known to stare smaller prey down into a state similar to akin to a hypnotic trance.
