As much as Spike wants to be a pacifist, he needs to realize two things: 1) Life isnt fair and it’s basically kill or be killed-or in this case let somepony die because of cowardice due to hesitation, and 2)he is a dragon, and right now Spikezille needs to show up to protect his new family. Damn the consequences and the blood on your claws; you’ve already killed Nihashi (yeah i know…we need a body; I’m making a point.) Tavi has virtually forfeit her own resistance with the apparent murders of of crew members, so be the beast he is and rip the ninja mare to shreda,,,

Priorities. Random fish lady snapped the captains arm and is now strangling his crew mate on a ship in the ocean with no where to go or call for help.  
Best bit of help he has is whats in his hands right now.  
Wont be long before hes next. Or left there alive to remind him of his failure.
 
Time to test how quickly and accurately he can fire that pistol.  
Failing that, Scream like a mad dragon and go ham in hand to hand.

If it turns out that it (somehow) was a setup to teach Spike that lesson and Octavia is with them - sure, then i agree and see some logic in it.
 
But if Octavia is really an enemy (with magical fucking powers to cut bullets in mid-air also they would not lose velocity after being cut…) then this just shows how incompetent all of the characters are.
