I am not really sure how they exchange money. It does not seem like she pays him at all. Though Spike has helped Rarity on occasion, so I assume he does odd jobs around Ponyville for money. Or maybe he sells gems he digs up but does not eat.
Isn’t Twilight the one who would give any allowance to Spike?
