This is Twilight Sparkle in cat form. Twilight is a human witch who can transform into a cat. She magically shifts between her human and feline forms. There is a flaw, however, as her clothes cannot go anywhere with her. Upon transforming, she shrinks out of whatever she wears (leaving her completely naked when she returns to human form). She also has levitation magic.
