No, it’s parody as in it’s making fun of people who complain about seatbelt laws.
Only in america are you allowed to parody and make fun of the government, because the government doesn’t care and will still help you anyway. (Unless you don’t pay taxes like some asshats.)
Honestly, it’s less humorous and more, “I don’t like this new law, so I’m going to draw a small comic about it and make it seem like it’s destroying America.”
