I think that’s the whole point of the song (at least that part of it). The cyclical nature of power. The king can put an end to the mob with one word. But the King derives his authority only through divine right, making him subservient to God. A non-believer does not believe in God, so God has no power over him. However, a mob will shun or even kill the non-believer for his blasphemous ways. Thus they all hold the power, and yet none of them truly does.
