it is not a fear, it could be irritation and by a sense that someone is looking at her, hunts on her. it is nature which gives her that special ability. So sad she is standing there and do things like everyone. even these what rats do.

If we’re seeing the entire scene from Fluttershy’s point of view, she could be remembering things differently due to her raw fear.

Man, I forgot that Fluttershy has some severe issues. She might still have them if she becomes suddenly aware shes in a large crowd/all eyes are on her.
