Well the hair-thing’s been explained to me a lot by this point; it’s meant to bring more attention to her eyes without removing the positioning of the hair, meant to be seen as being very seductive in how it’s designed by Rarity.

You’ll grant the hair thing is weird, though?
More like the “Did you just wake me up for this panel?”-face she’s got.
You mean besides the translucent hair?
I can tell from that Fry-face you’ve got goin’ on.
Regardless, something about Fluttershy’s “sexy-look” doesn’t seem right, compared to her look of panic in the bottom-left panel… it’s so natural, to have her panicked.

Nah, most want their crotch bumping into her butt. Several times, if possible.
Oh, come on, everypony wants butt-to-butt contact with Celestia.
Butt-to-butt contact with Celestia is the preferred option of most of the psychologically twisted ponies in Equestria.
Eye contact with Celestia allows her to place her name upon your soul, and from then on you belong to her.
Staring at Celestia causes blindness.
Staring at her plot causes madness.
She was blind for a few years. Don’t stare directly at Celestia.
