Yeah. After thinking it over, I think she purposefully acted like the Smooze’s slime covering the tip of her horn did block her magic from being discharged, when she could have easily burned it away, but was enjoying Discord and the Smooze’s antics too much to want to ruin it.
 
So she continues her ruse of being discomforted by Discord and the Smooze’s actions, and then blows the lid off afterwards when she tells Twilight she was actually enjoying herself when it looked like she was being discomforted very much by the two chaotic creatures antics. Simply priceless.

I don’t think Celestia was hit by the effect, more so she chose not to do anything. It’s my best guess, because I’m sick of the writers treating her like she’s just eye candy. She’s there, but don’t use her. That and she wanted Discord to ‘ruin’ the gala like she wanted the Main six to do it to the last one.

Yeah, so this is still possible with an episode centered around the Princesses, especially after what Celestia endured with Discord and the Smooze, being hit with that blasted Worf effect again…

Not necessarily, production order often gets shuffled around in airing order. It’s entirely possible that the 7th produced episode this season got pushed back.
 
So now there’s no telling when it’ll air, but I’m guessing we’ll know it when we see it.
