It seems to me more like Scootaloo is trying to reassure Rainbow Dash that everything’s OK, and she’ll always be with her.

Even if it’s to make it clear that despite them being dead, it’s all good and nothing to be negative about?
Reassurances from dead children aren’t always comforting.
It’s just Scoots reassuring her that she’s always with Dash in spirit, even if she’s dead and passed on.
Because she is facing a ghost. Whether that ghost is Scootaloo or not, the touch of a ghost can be rather disconcerting.
Normally, Dash may be courageous, but eerie things like ghosts can frighten her.
And then Scootaloo forced her, unceasingly, to do a Sonic Rainboom, every day.
Such is a case of when “Obsession Never Dies”.
