Why doesn’t she just send them back to Celestia when she is done reading them? I mean, if these are related to her studies and everything.
She also said that they were books given to her by Celestia, implying they’re personal books, and not books meant for the public library. Supposedly she can make them available to the public, but since she said the Library is too full to hold any more, These are likely books she doesn’t feel are needed for Ponyville’s library. And there could be multiple copies as well.
Considering it predated Twilight’s arrival to Ponyville, I’m going with it being a public library.
