I’m fairly sure that he comprehends “get mad if someone is messing with his friend”, because it comes real close to “play with my toys” and I’m fairly sure he was always against sharing. :-) I think he has enough empathy to feel bad that Fluttershy is suffering… but probably not anyone else.

Discord have emotional issues. I’m not sure if he understand that he should feel bad for their friends being hurt or that he should help somepony if they are in need. Just recently he thought that friendship could be traded and probably felt remorse for the firt time in his life. He will need more time to learn just to be “decent”

I think both in this episode and in “Putting your hoof down” things would go differently if Discord was already there
