Okay, so i found out that photoshop cannot do import video to frames (anymore) since i have elements 13. They removed that “feature” several versions back. So this image was made using GIMP 2.8 with a plugin called “GAP” or gimp gap. yes.. high dollar paid software and im back to using free software to make a dang gif.

heh ya i figured it out after hitting my head against it for a bit :P
If you adjust the delay time between frames to 40 miliseconds, it should play at normal speed.
But, that also depends on the framerate of your source video. Mine are usually 24 or 25 fps.
