Sombra was probably the OoA/OoS version of Ganon in the present day Crystal Empire, which would be the best explanation why he rarely spoke.

Note to all (not just BP): Being comparable is not being exact. Sombra is and has been an approximation of Oracle Ganon in my mind. :)
