The head looks a lot like Hashbro’s 3d printed DJ Pon3.

The process is as follows. 3D sculpted, printed, sanded, wax details and smoothing, silicone mold, mix resin and color, vacuum degas resin, pour in mold, turn to remove most air bubbles, place in pressure tank until cured, demold, paint, assemble.
 
If I have to change anything currently, I would use a smaller paint brush on the rims of the glasses and airbrush the lenses to avoid brush lines. Ideally though I’d print another model with detachable glasses and cast them separately. But money is an issue currently.

question, what was the overall process to make the toy? particulary that mane. looks pretty danm cool.  
another question, gota be honest, the glasses look like shit quality in this pic.
