It has nothing to do with monitor settings, strangely. It has to do with our brain’s current settings.
But is it a trick if the dress is actually black and blue? I think it might just be a variation in monitor settings.
The ‘problem’ is that people process things slightly differently, and because of that they see it differently. I have actually seen it as black and blue a few times for a split second, but then my brain says, “That’s dumb” and changes it to gold and white-ish murky sky-blue. It seems the people who see it like we do see it for the reality the crappy picture is, but the people who see black and blue all the time have brain’s that trick them even more than us.
That’s pretty much what I see when I look at the picture. I don’t understand people who look at it and see white and gold. Are they being distracted by the camera flare?
Likewise with the blue/black team. How does anyone see the “proper” colors if they’re not shown? Are their monitors set darker?
My LittleRGB Color Picker found the exact same thing.
Finally some sanity in this world
I reinforce this by going on Photoshop and getting the true colors of each pixel. I found that the crappy picture is actually brown-ish gold with murky sky-bluish stripes. Try it yourself in photoshop and enlarge the individual pixels. The original dress may be blue and black, but that has no factor on the actual image.

People are going crazy over the colors ofa dress
Actually, those who can tell colors apart the best will see gold and bluish white. I went into photoshop and the actual pixels are brown-ish gold and light murky blue.

Yes, very solid over-exposure. I swore it was some kind of white and gold.
It was always blue and black. The photo was just shot with too much exposure, an impressive failure in this day and age.
Wait… why is it blue and black now? Why is it suddenly different?!
I think it depends on your monitor. I see Brown-gold and Very white-ish blue on my computer. I cannot see black no matter what I do.
