I don’t think Celestia is one for ‘manifest destiny’ moreso believing in the best potential outcome as she tends to see things in the long run. She’s a very hooves on type of ruler, guiding Twilight and her subjects on the best possible course.
Amore on the other hoof is short sighted but believes that a pony should find their own way. I think she also believes that because he was surrounded by such love and his caretaker and Radiant to help him, that he would do well without much help from her. Though< I do believe she at least visited him and spent time with Sombra as the years went on. It’s just that she seemed afraid of telling him of his true nature, in fear that he may grow too curious and seek them out. Which happened anyway.
Oh God, if Sombra had Celestia as the ruler of the Empire, everyone would have been screwed.

Sorry I meant to say Celestia is not above poking and prodding.
Using Twilight and Sombra as examples, Celestia seems to carry the belief that one’s destiny is predetermined and unavoidable and she is above prodding someone towards that point while Amore seems to got the “you can choose your destiny” route but she chooses not to involve herself in guiding them (probably to give them a clean unbiased choicee, but hoo boy did that idea backfire when it came to Sombra).
It actually wasn’t always like. The Journal of the Two Sisters revealed that Celestia and Luna were called in to rule Equestria because the founders felt that having Alicorns as rulers would balance the three tribes out. Before then there was King Bullion (Which may explain why Equestria is called a Kingdom, it was a holdover title!) and Princess Platinum and the comics revealed a horde of previous royalty like King Orion. Probably the ponies have gotten so used to Aliconrs being the rulers they won’t acknowledge anyone else.
Alicorn=Princess in the show. At least currently.
But maybe it wasn’t always like that.

Reading between the lines of the comic:
The Crystal Heart is considered a weapon and is the only thing keeping the umbrum at bay. It’s normally a passive weapon (like Shining Armor’s shield) that is strong enough to prevent a zerg-rush style attack. It however must be recharged, which is the purpose of the Crystal Faire, to have the positive emotions of the ponies feed back into it.
Sombra was created by the umbrum to have none of the typical umbrum features that he would be able to slip easily within the passive field without ill effects. The only time this was a problem is the day of the Faire, when the Crystal Heart was refilled with power to a point that even the umbrum construct would be affected - once the Faire was over, the power subsided and Sombra was fine.
(Now, this leads into the whole idea that the crystal ponies , far before Amore/Sombra , were created from sentient crystals the polar opposites of the umbrum forces long at war with each other, and that in the past, they and some ponies discovered they needed to blend the species as to be able to build the Crystal Heart, the Crystal Empire, and to keep the umbrum at bay, thus giving birth to the Crystal Ponies.)
If the magic of the Crystal Empire hurts Sombra, it would hurt the umbrum even more. Maybe there was the only place he could be safe from their influence?
It’s stated that Sombra’s kin were alive, deep underground. Range is most definitely a mitigating factor in how strongly the effects are felt.
Judging by that red crystal he had a conversation with, just leaving the county for the weekend is enough to shield you from the worst of it.
Wasn’t the whole point that the Heart’s effect reached throughout all of Equestria? So he’d be destroyed no matter where he’d go.
Since Sombra is in an orphanage, the easiest method would be to arrange an adoption with loving parents outside the Crystal Empire. Let him grow up somewhere where he won’t be shunned. And ask the parents to send word every now and then.
If he starts to turn dark, then it’s time to tell him the truth and make sure he’s mentally and emotionally prepared to face the choice. Amore didn’t put forth the effort, so expecting a last-minute redemption was more delusional than hopeful.
Well, be thankful she didn’t do something like tear Hope away from Sombra.
I apologize if I went too far. It’s just that….I don’t want Amore to get the same treatment Celestia gets. You know the ‘tyrantlestia’ and all that. This can easily go down that road and I don’t want it.

The reason I’ve been throwing Hellboy in your face is because of this strange assertion of yours that she could only kill him, exile him, or let the poor kid get tortured by a race discriminating WMD and sort shit out himself. While still just a kid.
She is a good mare who made a horrible mistake. Stop trying to apologize for it.
Also, before you think I’m trying to absolve Sombra of all responsibility, no, I am nt. His business was with the Crystal Heart and Amore. The rest of of Crystal Empire and it’s citezenry did not need to get involved. Just was purely on him. He is an evil Tyrant with blood on his hooves.
