Powerful females with glowing wings go way further back than that in popular culture. Jean Grey with her Phoenix power’s wings was doing it in the late seventies/early eighties, for example.
This is an old trope. Sure, Winx did it, but so have countless anime over the decades, including Sailor Moon. I’m sure that other Western cartoons have as well, but I can’t recall any off the top of my head. (psst, yes I know Winx Club is Italian, not Japanese)
Considering fans have been drawing parallels between MLP:FIM and Sailor Moon since literally the beginning of the show, it’s probably more likely the inspiration came from that direction.

1.- Find some game/movie/book/series etc etc that is popular
2.- Find some older game/movie/book/series etc etc (bonus points if you like it)
3.- Now dig around the older thing until you find some thing on common with the new thing
4.- Claim that the new thing copied/riped off the old thing (extra points if you ignore where the old thing copied older things)
