Due to a mix of different headcanons about humans in Equestria, anons in general, and why the Everfree Forest is considered abnormal, I have come to the conclusion that the “anon” look is the effect of whatever magic terraformed Equestria and made the weather malleable and the creatures passive (etc.) trying and failing to handle an unknown variable. It doesn’t recognize them as one of Equestria’s sentient races, and it can’t subjugate them because they are no mere animals, but it can’t just leave them alone because it considers them a potential threat, so it just sort of tries to “censor” them. Complicating things is the fact that humans are from a reality where magic does not exist, ergo are not affected by it the same way as normal Equestrian life, so it doesn’t work all that great.
 
TL;DR the faceless-green-guy-in-a-suit look is an illusion; dude’s actually naked right now.
