This scene would make a WHOLE LOT MORE SENSE if the keys were on the sheriff. But since they’re hanging on the walls, AND they just go inside the jail, there was no point to take them off the wall :/

Just good enough to help them in their antics, which gives them a bit more area to flesh out. I think establishing Scoots has “good enough” wing power works towards this too - she can’t fly but there’s a few things that helps a lot in.
