My Theory is the Emperor planned on making female primarchs After he got done with the Webway….and then Horus fucked everything up.
The gene-seed is an artificially engineered organ, and the gender of the source has nothing to do with that of the recipients; it just so happens (perhaps by design) that female bodies reject the Astartes organs. I don’t recall any particular reason given for why it was made this way in canon (certain non-canon sources suggest that “Girls are yucky”), so a gene-seed organ that can be implanted in either gender isn’t much of a stretch.
Technically, the Empress is a mare (hence is her gene-seed used to create space marines) so you should instead be asking what’s Soarin doing there.
Probably more about the colors, I’m guessing.
