err, scratch that. None of those should ever be stacked with a safe tag, lets just leave it at that.
no. there should never be more than one rating tag, and grimdark/semi-grimdark are ratings tags.
I’m pretty sure the only one you can stack is the grotesque tag, but it would never be stacked with a safe tag.
Actually, pretty sure that’s a separate tag series. Something can be safe and grim dark as long as there is no vag. Of course, Grimdark is a default filter, so parents don’t have to worry.

The Safe tag refers strictly to the lack of pornographic or risqué material.
They’re just words, they don’t hurt anyone. There’s another tag “vulgar” (and apparently “profanity” now) which you can filter if your parents say you’re not allowed to read any fun grownup words.
Safe = Safe for work and children.
